That means it enables certain functionality, but can be filled (programmed) with other functionality. So for example I (or some other enterprising individual) could now write the little program I suggested the other day (generate an HTML link list of all the files in a folder) without having to worry about programming the drag and drop part. Or someone could write a little program that speaks the names of the files and folders dropped on it. Etc. Another example is the CGI shell I've written. I've done the hard CGI programming part, you do the creative programming part that makes the CGI do something interesting. BTW I'd vote for a version of drop shell that fully allows one to use all the FB^3 functions. To me, size is no big deal.
